General Trading License in Dubai: Real Costs, Permitted Activities, and Banking Approval
A general trading license in Dubai allows a single corporate entity to import, export, store, and distribute multiple unrelated goods under one umbrella. Unlike a standard commercial permit that restricts you to a single vertical (such as textiles or electronics), general trading gives you the flexibility to trade across multiple sectors simultaneously.
However, this flexibility comes with higher government fees, strict customs regulations enforced by Dubai Customs, and thorough compliance checks from UAE banks.
This guide breaks down the true startup costs, the required approvals from the Dubai Department of Economy and Tourism (DET), and how to structure your company for immediate bank approval.
Quick Summary: What Makes General Trading Different?
Direct Answer for Traders: A general trading license permits trading in multiple, unrelated consumer and commercial goods under a single business registration. While standard commercial licenses restrict operations to specific product categories, general trading accommodates broad import-export operations. It requires higher licensing and initial security deposits with commercial authorities, mandatory customs registration, and physical office space to secure a tier-one UAE business bank account.
Standard Commercial License vs. General Trading License
| Feature | Standard Commercial License | General Trading License |
|---|---|---|
| Scope of Activities | Limited to 1-3 related product categories | Broad, unrestricted trade across multiple product lines |
| Typical DET Licensing Fee | AED 12,000 to AED 18,000 | AED 30,000 to AED 45,000+ |
| Regulated Goods (Food/Pharma) | Requires standard municipal approvals | Requires individual approvals per regulated category |
| Customs Code Registration | Standard single-category code | Multi-category import/export customs clearance |
| Banking Scrutiny Level | Moderate compliance checks | High scrutiny (requires clear invoice and supplier trails) |
Certain goods cannot be traded immediately upon license issuance. You must obtain external clearances from relevant UAE ministries before clearing shipments:
- Pharmaceuticals and Medical Equipment: Approval from the Ministry of Health and Prevention (MOHAP).
- Chemicals and Industrial Gases: Approval from the Ministry of Climate Change and Environment.
- Telecommunications and Wireless Gear: Approval from the Telecommunications and Digital Government Regulatory Authority (TDRA).

How to Secure Bank Approval for a General Trading Firm
Because general trading involves high transaction volumes and a wide range of product categories, UAE banks monitor these accounts closely to prevent trade-based money laundering.
To pass compliance on your first application:
1. Prove Domain Expertise in Your Target Sectors
Prepare a comprehensive resume for all primary shareholders showing prior experience in international trade, supply chain management, or wholesale distribution.
2. Present Verified Vendor and Buyer Agreements
Submit draft supply contracts, letters of intent, or formal pro forma invoices from at least two confirmed suppliers and two verified international or local buyers.
3. Provide Physical Substance
A virtual flexi-desk is rarely sufficient for a general trading corporate bank account. Secure a physical office with an active Ejari contract to prove operational substance.
4. Leverage Experienced Corporate Support
Handling documentation through seasoned specialists for pro services Dubai ensures your business plan, shareholder background files, and commercial contracts are structured to meet bank compliance standards before submission.

Frequently Asked Questions (FAQ)
Yes. Under current UAE foreign ownership laws, international investors can own 100% of a mainland general trading entity without requiring a local Emirati majority shareholder for most commercial activities.
The licensing process through the DET typically takes 3 to 7 working days once trade name approval and initial documents are submitted. Obtaining investor visas, customs registration, and bank account approval requires an additional 2 to 4 weeks.
A mainland general trading license allows you to sell goods directly to local consumers, commercial stores, and businesses across the UAE without intermediaries. A free zone trading license allows trade within the designated free zone and international markets, but local mainland distribution requires a local mainland agent or distributor.
